The ODB2 connector is almost always in front of the driver is knee area.

IS200? Never heard of it. You sure it is not a rebaged Corolla someone bumped off to you?
As for the OBDI l (I l as in roman numeral 2) connector, look right under the steering wheel and it will be covered to prevent dust and crap from entering, but it will be a rhombus shaped connector about 1 inch wide by 1/2 inch thick connector.
Do you have a reader? If not, wo not help you to find it.
